I know of a recent factory upfitting that reminds me of our life here in China
They got a contractor to do the upfit and even had an independent engineer checking quality. Both were workable and not corrupt.
However, the quality of the work was weak. Low bid had a result.
Actually, what I noticed was that these guys had no check lists. Even the responsible auditor they had had no clipboard. They had no system to avoid making the same mistakes over and over. They did not take notes.
They were fully satisfied with their so-so work. Ask about process. Check on their data gathering ability.
Very good factories and contractors with no checklists or written processs at all are common place. So the job will get done, but the detail work and the oops will be bigger.
