For sure, the next plant manager was not trying to hide his bad information. We had got the GM a proper leader who was not centrally loyal to the Vice GM for a job. a further result was we got him a communicator as well.
You need someone with good functional skills for sure, but you also need someone who will be a window and not a door, so you are not in the dark in China.
